À partir de 2025, un nouveau cap sera franchi : les établissements devront obligatoirement rejoindre soit un GTSMS, soit un GHT. Cette étape inspirée du modèle hospitalier, traduit une nouvelle manière de faire réseau : mutualiser les fonctions, coordonner les projets, piloter à plusieurs. Mais comment transformer cette évolution en levier stratégique ? Comment, dans un cadre collectif, le directeur peut-il encore penser, ajuster et porter une stratégie locale ? À travers le cas du GCMS Grand Lille, ce mémoire explore la manière dont les regroupements peuvent renforcer, ou au contraire fragiliser, la posture du directeur. Loin d’effacer l’autonomie, ils invitent à réinventer le rôle managérial autour de la coopération, de la mutualisation et de l’intelligence collective. In response to the ongoing transformations in the social and healthcare sector, autonomous public institutions are increasingly encouraged to join forces. Starting in 2025, a new milestone will be reached: institutions will be required to join either a GTSMS or a GHT. This shift, inspired by the hospital model, reflects a new way of working in network: pooling functions, coordinating projects, and leading collectively. But how can this evolution be turned into a strategic lever ? In a collective framework, how can the director still develop, adjust, and carry out a local strategy ? Through the case of the GCMS Grand Lille, this thesis explores how groupings can either strengthen or weaken the director’s role. Far from erasing autonomy, they invite a reinvention of managerial practices based on cooperation, resource sharing and collective intelligence.
