Quatrième personnage de l’État, le Président de l’Assemblée nationale incarne une figure clé du parlementarisme français. Il est ainsi chargé d’organiser les travaux parlementaires, d’arbitrer les débats et de représenter l’Assemblée dans ses rapports avec les autres pouvoirs. Toutefois, ces prérogatives reposent sur la présomption d’impartialité du président qui est censé agir dans l’intérêt du débat et de l’institution. Or, paradoxalement, en France sous la Ve République, le président est certes une autorité arbitrale dans l’hémicycle mais il est également un homme politique qui conserve un engagement au sein de son parti. Ce syncrétisme interroge alors sur la manière dont le président peut concilier une charge présidentielle qui se définit à travers la notion d’impartialité avec des responsabilités partisanes externes. The dissolution of the French National Assembly on 9 June 2024 and the following election of its President highlighted the importance of this office within the institutions of the Fifth Republic. The President of the National Assembly is the fourth highest-ranking official in France and a key figure in the French parliamentary system. He is therefore responsible for organizing parliamentary activities, chairing debates and representing the Assembly when dealing with the other political powers. However, these responsibilities are based on the presumed impartiality of the President, who is supposed to act in the interests of the debate and the institution. However, paradoxically, in France under the Fifth Republic, the President is not only an arbitral authority in the House but also a politician who remains committed to his party. This syncretism raises questions on how the President can balance a presidential office that is defined through the notion of impartiality with external political responsibilities.
