L’organisation administrative en Libye a connu plusieurs transformations ces dernières décennies dues aux conditions politiques mais aussi économiques. Dans ce contexte, la législation a connu de nombreux changements qui ont plutôt continué à privilégier la préservation du pouvoir des autorités centrales par rapport aux autorités administratives locales, que l’autonomie locale. Il reste que les événements récents, qui ont affecté entre autres la structure de l’État, ont contribué à un certain assouplissement du poids de la centralisation en Libye. En effet, l’instauration d’un système politique démocratique nécessite l’existence de systèmes administratifs qui orientent la société vers la démocratie et qui participent à la création de sociétés dont les actions contribuent à l’atteinte des objectifs fixés. Par conséquent, cette étude d’évolution de l’organisation administrative en Libye depuis l’indépendance à nos jours dégage les défis les plus importants que l’État libyen doit relever pour la mise en place d’une organisation administrative appropriée. Par la même occasion, cette étude analyse la possibilité d’appliquer les principes de décentralisation, ainsi que les éventuels freins à son application dans les circonstances actuelles.

The administrative organization in Libya has undergone several transformations in recent decades due to political as well as economic conditions. In this context, legislation has undergone various changes, one of the main objectives of which has been to favor central authorities over local administrative authorities. However, recent events that have affected the structure of the country and the attempt to rebuild it have directed the general trend in Libya towards a more flexible system, reducing the weight of centralization. Indeed, the establishment of a democratic political system requires the existence of administrative systems that steer society towards democracy and that participate in the creation of societies whose actions correspond to the objectives set. Therefore, this study of the evolution of the administrative organization in Libya from independence to the present day highlights the most important challenges the Libyan state faces in setting up an appropriate administrative organization, as well as the possibility of applying the method of decentralization and the conditions for its implementation under the current circumstances.
