Cet événement constitue l'aboutissement d'une séquence ouverte le 23 juin 2016 avec le référendum sur le Brexit outre-Manche et marque une étape majeure de la "refrontiérisation" franco-britannique. La construction de bâtiments de contrôle, le recrutement massif d'agents des douanes, de vétérinaires et policiers et la prévention du risque de congestion des axes routiers ont induit une politique de réaménagement des espaces frontaliers dans le nord de la France et au sud de l'Angleterre. Le détroit du Pas-de-Calais occupe une place centrale dans ce dispositif car il s'agit non seulement de la zone traversée par la majorité des flux transfrontaliers de marchandises et de passagers - via les ports de Calais, Douvres, Dunkerque et les deux terminaux du Tunnel sous la Manche - mais aussi une aire de coopération historique pour les collectivités locales du Kent, du Nord et du Pas-de-Calais.Cette thèse de doctorat en aménagement du territoire propose un état des lieux des transformations de la frontière franco-britannique à l'heure du Brexit. À l'aide des outils et des concepts proposés par le champ interdisciplinaire des Border Studies, nous étudions les pratiques spatiales des administrations, des collectivités et des opérateurs économiques de part et d'autre du Détroit avant et après le 1er janvier 2021. Pour ce faire, nous nous appuyons d'une part sur une typologie inédite des formes d'aménagement des espaces frontaliers français et britannique et d'autre part sur des méthodes principalement qualitatives de recueil et d'analyse des données.Ce travail de recherche est structuré en quatre parties. Après un état de l'art et une présentation de la méthodologie (1), nous proposons une analyse des trois formes d'aménagement identifiées. L'aménagement de la frontière (2) correspond aux pratiques visant l'introduction et la spatialisation de nouvelles fonctions de contrôle frontalier compatibles avec la préservation de la traversée fluide de cette frontière. L'aménagement à la frontière (3) renvoie aux stratégies territoriales des acteurs publics et privés confrontés à une refrontiérisation à laquelle ils sont extérieurs. Enfin, l'aménagement sur la frontière (4) recouvre les activités de création et de modification des organisations qui enjambent ou transcendent les frontières nationales et qui sont souvent le fruit de la coopération entre acteurs institutionnels. On 1 January 2021, along the border between France and the United Kingdom, customs and sanitary controls were implemented on all goods entering the territory of the European Union. This is the outcome of a period that began with the UK Brexit referendum on 23 June 2016 and represents a major stage in French-British 'rebordering'. The construction of new buildings, the recruitment of civil servants in customs, veterinary, and police controls, and the prevention of road congestion have led to a reconfiguration of planning in the borderlands of northern France and southern UK. The Strait of Dover is at the core of this plan, as it is both an area heavily traversed by transnational flows of goods and people - through the ports of Calais, Dover, and Dunkirk, as well as the Channel Tunnel terminals - and a historical space of cooperation among the local governments of Kent, Nord, and Pas-de-Calais.This PhD thesis in spatial planning contributes to the analysis of French-British border transformations during the period of Brexit. We have used theoretical and empirical tools offered by the interdisciplinary field of Border Studies to assess the spatial practices of public administrations, local authorities, and economic stakeholders on both sides of the Strait before and after 1 January 2021. To that end, our research has been based firstly on a new typology of borderlands planning in France and the UK, and secondly on the use of a range of qualitative methods to collect data: interviews, a review of institutional literature on the topic, and cartography.This thesis is divided into four parts. After reviewing academic literature on Border Studies and Brexit (1), we propose an analysis based on three borderland planning styles. Planning of the border (2) refers to the wide range of practices aimed at implementing and spatialising new border control functions, compatible with preserving smooth border crossings when necessary. Planning at the border (3) refers to all spatial strategies developed by public and private stakeholders that address rebordering, even though they were not directly involved in it. Finally, planning on the border (4) refers to the creation and alteration of spaces and territories that transcend or overcome national borders and is highly reliant on cooperation among institutional actors.
