Face à l'urgence climatique, la rénovation énergétique des logements en France représente un enjeu majeur du XXIe siècle. Malgré les directives gouvernementales successives visant à atteindre l'objectif « zéro carbone » à l'horizon 2050, les opérations mises en œuvre attestent d'un retard quantitatif et qualitatif considérable. La réduction des consommations énergétiques espérée reste insuffisante, en partie parce que l'efficacité des travaux entrepris dépend pour moitié des comportements des habitants. Dans ce contexte, cette recherche interroge la portée des démarches participatives dans la rénovation des logements sociaux, qui concentrent des défis démocratiques particulièrement importants. Plus spécifiquement, elle s'appuie sur l'expérimentation de permanence architecturale de recherche dans une cité minière. Le Bassin Minier du Nord et du Pas-de-Calais, avec ses enjeux socio-économiques, environnementaux et patrimoniaux, constitue un terrain propice au développement de ce type d'approches participatives territorialisées. À partir d'une étude approfondie de l'histoire, des pratiques et des critiques de la participation, cette thèse interroge simultanément l'implication des habitants dans la conception des rénovations et celle du chercheur en architecture dans les communautés avec lesquelles il collabore. Elle dessine de nouveaux horizons démocratiques dans la rénovation des cités minières et propose, plus largement, un regard prospectif sur la rénovation permanente du logement social, envisagée comme un soin quotidien et durable envers l'existant et ses évolutions.
Faced with the climate emergency, energy-efficient renovation of housing in France represents a major challenge of the 21st century. Despite successive government directives aimed at achieving a 'zero carbon' goal by 2050, the operations implemented reveal a considerable quantitative and qualitative delay. The expected reduction in energy consumption remains insufficient, partly because the effectiveness of the undertaken works depends, to a large extent, on the behaviors of the residents. In this context, this research explores the scope of participatory approaches in the renovation of social housing, which involves particularly significant democratic challenges. More specifically, it is based on an experimental architectural research residency in a mining town. The Northern and Pas-de-Calais Mining Basin, with its socio-economic, environmental, and heritage-related challenges, offers a conducive environment for the development of such localized participatory approaches. Drawing from an in-depth study of the history, practices, and critiques of participation, this thesis simultaneously questions the involvement of residents in the design of renovations and the role of the architectural researcher within the communities with which they collaborate. It opens new democratic horizons in the renovation of mining towns and, more broadly, offers a forward-looking perspective on the continuous renovation of social housing, seen as a daily and lasting care for the existing structures and their evolution.
