Il démontre que l’exploitation industrielle de cette ressource dans cet État, en tant que forme de capitalisme, est structurée par un réseau transnational historique, composé d’acteurs étatiques, d’acteurs internationaux (politiques et économiques) et d’acteurs territoriaux. La démonstration de cette thèse se déroule en trois temps. Le premier retrace la genèse de ce réseau. Il montre comment l’accumulation de connaissances sur le sous-sol malien, en tant que préalable au capitalisme industriel minier, s’est traduite après l’action coloniale française par la structuration d’un réseau de coopération intergouvernementale dédié au « développement ». Ce réseau associe notamment le Mali, l’URSS, la France, le PNUD, la Belgique et la Communauté économique européenne. Le deuxième temps traite de la métamorphose de ce réseau intergouvernemental. D’une part, il montre comment celui-ci s’est traduit en coopération entre firmes transnationales, et entre celles-ci et le gouvernement malien. D’autre part, il examine l’expropriation de populations riveraines au profit de la mise en place de l’industrie aurifère, ainsi que les registres par lesquels les firmes essaient de légitimer leur présence auprès de ces populations. Enfin, le troisième temps analyse les actions protestataires des populations riveraines et des travailleurs contre les sociétés extractives. Ces actions révèlent le soutien constant de l’État malien au capitalisme industriel aurifère depuis la colonisation française, ainsi que le processus de construction continu du réseau transnational à travers lequel ce capitalisme opère. This work questions the logic and methods of industrial gold mining in Mali. It demonstrates that the industrial exploitation of this resource in this country, a form of capitalism, is structured by a historic transnational network, composed of actors from the Malian national and regional authorities as well as political and economic actors from other countries. This thesis will be analyzed in three sections. The first traces the origins of this network. It shows how increasing knowledge about the Malian subsoil, a prerequisite for industrial mining capitalism, led, after the French colonial period, to the establishment of a network of intergovernmental cooperation dedicated to "development". This network involved Mali, the USSR, France, the UNDP, Belgium and the European Economic Community. The second part deals with the metamorphosis of this intergovernmental network. On the one hand, it shows how this network has led to cooperation between transnational firms, and between these firms and the Malian government. On the other hand, it examines the expropriation of local populations in order to implant the goldmining industry, as well as the ways in which the companies try to justify their presence among these populations. Finally, the third section analyzes the protest actions of local populations and workers against the mining companies. These protests reveal that the Malian state, ever since the end of the French colonization period, has been actively supporting the capitalist goldmining industry as well as the ongoing development of the transnational network through which this form of capitalism operates.
