Hanoi, capitale et deuxième ville du pays en termes urbaine, connaît une croissance économique et démographique fulgurante. Ce boom se lit dans la structure même de Hanoi, à travers la croissance du marché immobilier visible dans le paysage urbain. Mais cette croissance produit aussi des externalités négatives incarnées par une forte congestion urbaine due à l'explosion du nombre de véhicules individuels motorisés et une exposition aux particules fines qui classe Hanoi parmi les villes les plus polluées d'Asie. Face à ces problèmes, les autorités ont décidé de doter la ville d'un réseau de neuf lignes de métro dont une ligne (la ligne 2A) a été inauguré le 6 novembre 2021, qui reliera le centre urbain et ses zones urbaines satellites, inscrites dans le Master Plan 2030-2050 en vigueur depuis 2011. Ce sera le premier transport en commun de masse dans la capitale. Il implique de nombreux acteurs vietnamiens et internationaux qui travaillent au financement, à la construction et à l'exploitation de l'infrastructure.La thèse vise à se demander si le métro de Hanoi constitue un grand projet urbain durable ? Elle a pour objectif de comprendre les raisons qui ont amené à adopter la solution métro à ses problèmes de mobilité. Elle s'intéresse également aux enjeux urbains, économiques et foncier du projet. Ce travail démontre comment le projet de métro contribue-t-il à la dynamique de métropolisation et dans quelles mesures participe-t-il réellement au développement urbain durable à Hanoi. À cet effet, la genèse du projet de métro à Hanoi sera établie via une chronologie précise du projet selon toutes les phases de l'aménagement : de l'orientation à l'exécution en passant par les documents de réalisation. Le métro, en raison de ses caractéristiques techniques et urbaines, et ses modalités organisationnelles et financières, transforme socio-économique. Il est question dans cette thèse de saisir les transformations urbaines engendrées par le métro et comprendre l'influence des régimes politiques dans la coordination des politiques urbaines et des transports, avec comme objet d'étude la réalisation du grand projet de métro à Hanoi. Le métro a des conséquences sur la mobilité, principalement avec le report modal. Il a également de nombreuses conséquences sur la ville, notamment sur la densification, l'extension urbaine et le paysage urbain. La construction des lignes prioritaires 1, 2A, 2 et 3 d'ici à 2030 représente une opportunité foncière aux yeux des promoteurs immobiliers qui n'hésitent pas à investir autour du métro. Dans le même temps, les autorités publiques, appuyées par les bailleurs de fonds internationaux, s'investissent pour que la stratégie menée par les acteurs privés aille de pair avec les objectifs du Transit-Oriented Development (TOD). La nouvelle offre de transport devient alors un projet urbain à l'intérieur duquel les secteurs publics et privés interagissent. Ce grand projet urbain accompagne la dynamique de métropolisation de Hanoi et permet son développement durable avec une alternative très capacitaire à la motorisation individuelle. Since the Doi Moi reforms, Viet Nam enters the globalization era of globalisation. The question of the metropolisation of its main cities is one of the flagship themes within the urban and regional policies. Hanoi, capital and second-largest city in terms of urban density, is experiencing exponential economic and population growth. This boom can be read in the very structure of Hanoi, through the growth of the real estate market visible in the urban landscape. But this growth also produces negative externalities embodied by heavy urban congestion due to the explosion in the number of individual motorized vehicles and exposure to fine particles, which ranks Hanoi among the most polluted cities in Asia. Faced with these problems, the authorities have decided to provide the city with a network of nine metro lines, one of which (line 2A) was inaugurated on November 6, 2021, which will connect the urban center and its satellite urban areas, listed in the Master Plan 2030-2050 in force since 2011. This will be the first mass public transport in the capital. It involves many Vietnamese and international actors who work to finance, build and operate the infrastructure.This thesis aims to ask whether the Hanoi metro constitutes a large sustainable urban project? Its objective is to understand the reasons that led to adopting the metro solution to its mobility problems. She is also interested in the urban, economic and land issues of the project. This work demonstrates how the metro project contributes to the dynamics of metropolisation and to what extent does it really contribute to sustainable urban development in Hanoi. For this purpose, the genesis of the Hanoi metro project will be established via a precise chronology of the project according to all the phases of the development: from the orientation to the execution of construction documents. The metro, because of its technical and urban characteristics, its organizational and financial arrangements, transforms socio-economic landscape. It is a question in this thesis to grasp the urban transformations generated by the metro and to understand the influence of political regimes in the coordination of urban and transport policies, with the object of study of the realization of the major metro project in Hanoi. The metro has consequences on mobility, mainly with the modal shift. It also has many consequences on the city, particularly on densification, urban sprawl and the urban landscape. The construction of priority lines 1, 2A, 2 and 3 by 2030 represents a real estate opportunity in the eyes of real estate developers who do not hesitate to invest around the metro. At the same time, the public authorities, supported by international donors, are investing to ensure that the strategy led by private actors goes hand in hand with the objectives of Transit-Oriented Development (TOD). The new transport offer then becomes an urban project within which the public and private sectors interact. This major urban project accompanies the dynamics of metropolisation of Hanoi and allows its sustainable development with a high-capacity alternative to individual motorization.
